Current Rate of House Rent Allowance in 7th Pay Commission in Rajasthan is
18% for Y Cities (Bikaner, Jaipur, Jodhpur, Kota, Ajmer) and
9% for X Cities (Remaining Cities/Towns)

Subject – House Rent Allowance Rules.
The Governor is pleased to order that the existing Rule 5 of the House Rent Allowance Rules, 1989 shall be substituted by the following namely
“5. Rate of House Rent Allowance and Classification of Cities/Towns:
(1) The House Rent Allowance to a Government Servant if admissible under these rules shall be granted within the corporation/municipal/urban agglomeration limits of places mentioned in sub-rule (2) and at unclassified places at the rates indicated below :-
Classification of Cities/Towns | Rates of House Rent Allowance (Per month) |
Y (Population criteria 5 Lac and above) | 16% of the Basic Pay i.e. the pay drawn in the prescribed Levels in the Pay Matrix. |
Z (Population criteria below 5 Lac) | 8% of the Basic Pay i.e. the pay drawn in the prescribed Levels in the Pay Matrix. |
(2) The classification of cities/towns of for the purpose of grant of House Rent Allowance under sub-rules
Cities Classified as ‘Y’ | Cities Classified as ‘Z’ |
1. Bikaner (M.Corpn.), 2. Jaipur (M.Corpn.), 3. Jodhpur (UA) 4. Kota (M.Corpn.), 5. Ajmer (UA) | Remaining Cities/Towns and other places. |
The rates of HRA will be revised to 18% and 9% for Y and Z class cities respectively when Dearness Allowance crosses 25% and further revised to 20% and 10% when Dearness Allowance crosses 50%.
This order shall be come into force with effect from 01.10.2017.

"राजस्थान सेवा नियमों में आवास भत्ता (HRA) का महत्व"
राजस्थान सेवा नियमों के तहत आवास भत्ता (HRA) की व्यवस्था उन सभी सरकारी कर्मचारियों के लिए बड़े महत्व की है जो अपनी सेवाएं राजस्थान सरकार में करते हैं। आवास भत्ता एक प्रकार की वित्तीय सहायता होती है जिसका उद्देश्य कर्मचारियों को उचित आवास की प्राप्ति में मदद करना है।
HRA की दरें स्थानीय परियोजनाओं, कार्यस्थल के स्थान, और आवास की उपलब्धता के आधार पर निर्धारित की जाती हैं। यह बात ध्यान में रखनी चाहिए कि HRA की दरों में समय-समय पर परिवर्तन हो सकते हैं, जो सरकार की नीतियों और आवश्यकताओं के आधार पर किए जाते हैं।
आवास भत्ता का मुख्य लक्ष्य कर्मचारियों को उनके कार्यस्थल के पास उचित आवास की प्राप्ति कराना है, ताकि वे सेवा के दौरान सुरक्षित और आरामदायक आवास में रह सकें। इसके अलावा, HRA की व्यवस्था सरकारी कर्मचारियों की आर्थिक लाभांश को भी बढ़ावा प्रदान करती है जो उनके परिवारों के लिए भी आर्थिक सुरक्षा का स्रोत बनती है।
आवास भत्ता की व्यवस्था के अनुसार, कर्मचारियों को उनके आवास किराये का एक निश्चित प्रतिशत प्राप्त होता है, जिसका उपयोग उनके आवास के वित्तीय लिहाज से होता है।
